State Authorization Disclosures

The U.S. Department of Education requires that any institution offering online programs to students who reside outside of its home state must acquire authorization from the states in which students reside. Regulations vary from state to state and, as such, federal, state, and institutional policies may limit or prohibit Ashford University’s authorization to deliver online education to students in certain states. Ashford University will continue to monitor developments in state laws in each state in which it enrolls students and, if authorization or licensure is or becomes necessary, will promptly seek to obtain such approvals. Ashford University is licensed, registered, authorized, certified, or formally exempt in the following states and territories as indicated below. In the remaining states and territories, Ashford either is not required to obtain approval to deliver online education to students residing in the state or has ceased enrolling students residing in the state. For states with an approved status, please be aware that individual programs may not be approved or may be pending approval by a state licensing authority and cannot be offered to students residing in that state. A copy of the documentation describing the institution's licensure, registration, authorization, or certification will be made available to any enrolled or prospective student upon request. Students are encouraged to use the University procedures outlined in the Student Rights and Responsibilities section of this Catalog to informally or formally file complaints. Any student may contact his or her specific state agency directly to register a complaint. See below for information on registering a complaint in your state.

Information on Registering a Complaint with a State

The University takes active steps to provide a positive learning environment and resources to assist students in meeting their educational goals. Though it always is the University's desire to see students have a dispute-free experience, the University understands that sometimes challenges will arise. While students are able to file a complaint at an external agency, the University provides several options for internally resolving a dispute. The University offers these internal dispute resolution options through the Student Dispute Resolution Center (Center). The Center provides Ashford University students, prospective applicants, alumni, former students and others with concerns about something relating to the student experience with an opportunity to swiftly and fairly resolve any confusion, frustration, or issue. Individuals with an escalated dispute will meet with one of the Center's trained dispute resolution professionals, who will review the situation and guide the individual to the process that is most appropriate for the nature of the concern. Individuals with a concern will have the ability to resolve their concerns through informal mediation or through the formal grievance process. Located within the Center, the Office of Student Facilitation & Mediation (http://ashford.edu/smdr/) provides informal, confidential and voluntary dispute resolution avenues. Impartial facilitators help students negotiate a confidential, informal agreement with the University. This process operates primarily through informal, interest-based mediation and is designed to allow for creativity and flexibility through joint problem-solving.

Another aspect of the Center involves the formal grievance process for students. The Office of Student Grievance Resolution (http://ashford.edu/grievance/) addresses formal student complaints, also known as grievances. During the formal grievance process, an impartial administrator will thoroughly investigate the facts relating to the student concern and ensure that the student receives a written response to the concerns from the University.

Refund Policy

Impact of Change in Location of Residence

Students must contact their advisor to discuss any change in their state of residence prior to relocation. Should a student relocate to a state in which Ashford University is not authorized to provide distance education, continued enrollment cannot be guaranteed. This may also impact a student’s Title IV financial aid eligibility, loan repayment or deferment, and/or veteran’s benefits. Students should consult with the Financial Services Office and/or Ashford’s Veterans Services Office to determine the impact of a change in location.

Adverse Action Information

On June 11, 2019, Ashford University received a letter from the California Bureau for Private Postsecondary Education (BPPE) listing violations requiring corrective action and assessing $10,750 in administrative fines. The alleged violations cited include required changes to Ashford’s refund policy, admissions document collection policy, and School Performance Fact Sheets. On June 21, 2019, Ashford submitted a written request to BPPE for an informal conference to resolve this matter and, if the University is unable to negotiate mutually agreeable corrective actions with BPPE at the conference, an appeal hearing before an administrative law judge.

On May 3, 2019, Ashford University received a letter from the Washington Student Achievement Council (WSAC) denying the university’s application for re-authorization to advertise, recruit, and offer programs that include field placements in Washington. On May 30, 2019, Ashford submitted a written request to WSAC’s Executive Director for a hearing before an administrative law judge to appeal the agency’s denial of AU’s renewal application. The University intends to vigorously defend this case and the denial has not affected Ashford’s ability to continue to enroll Washington students in its online programs.

On November 29, 2017, the California Attorney General (“CA Attorney General”) filed suit against Ashford University and Zovio (formerly known as Bridgepoint Education) for alleged unfair business practices in connection with recruitment of students and debt collection practices. The University and Zovio intend to vigorously defend the case. Despite the mischaracterizations by the CA Attorney General in its lawsuit, Ashford University and Zovio believe they have constantly instituted best practices and set industry standards for compliance. This case is currently pending, the parties are engaging in routine discovery, and no deadlines or trial date have yet been set by the Court.
